Get in touchChelsea has nine years of experience as a public servant with a focus on hazard mitigation, grants and project management, community assistance, and program implementation. She brings expertise in operating federal grant programs in compliance with the Uniform Administrative Requirements of Title 44 and Title 2 of the Code of Federal Regulations and developing and implementing administrative internal controls.
Chelsea is a hazard mitigation expert, serving three of her six years with the State of New Mexico as the State Hazard Mitigation Officer. Chelsea has led the development and overseen the completion of over 117 mitigation plans and projects for state, local, and tribal governments, as well as large universities, quasi-governmental entities, and special districts. She is proficient in project planning, multi-jurisdictional coordination, application development, grants management, application development, and grants management. She has completed FEMA’s Professional Development Series and is a Certified Floodplain Manager (CFM). Chelsea joined Witt O’Brien’s in March 2022 as the Deputy Director for Hazard Mitigation.
