As a subject expert, Charlotte has detailed knowledge of all relevant legislation, regulations, executive orders, policies and guidance, and uses that knowledge to train client teams in recovery planning, operations, and financing.

Charlotte’s nearly two decades of Emergency Management Response and Recovery experience includes all the big names: Irma, Maria, Sandy, Katrina, Rita, Gustav, Ike, Dennis, Charley, Frances, Ivan, and Jeanne.

Charlotte is currently project manager for a team of nearly 70 assisting FEMA and VITEMA in recovery efforts across the U.S. Virgin Islands on projects worth $5 billion. As a project leader, she operates at the highest level with FEMA and with the territorial government.
